Need some help from fashion forward friends!

Hi, friends! I ordered these shoes online, and they didn't look like they had black marks. Well, when they arrived yesterday, my mom was horrified. I was also surprised. So, I took them back to a physical store today (they didn't have any others in stock).

The clerk said that they were actually supposed to look distressed like that. So, I decided to hang onto them for a bit.

I have 2 questions for the fashion-conscious, which I am not.

1. Is this true? Should heels be distressed? Is this a thing?
2. If I keep these, can I wear them in a professional situation or should they be saved for weekends?
