Finished a phone call with my sister and a screen popped up

Well, I am not able to select any of these options and remove this pop-up from my screen.

I goggle to see what I need to do to remove this popup.
Go to settings and....

Which I am not able to do since the popup is frozen on my screen.

Siri keeps coming into the background. Words showing up behind pop-up that I'm saying such as vagina.
Trust me I DID NOT say that!

Siri - What can I do to help?
Me - Remove enable dictation from my screen
Siri - I'm sorry I am not able to help you with that.
Me - Can you bring up settings for me?
Siri - I'm sorry I am not able to help you with that.

So, I try shutting my phone down to reactivate.
This loud obnoxious shrill tone sounds and 911 is activated.
911 dispatcher - "What is the address of your emergency?"
Me - "I am safe and just trying to shut down my I phone. I'm sorry I bothered you."

So I now call Verizon for guidance.
Of course they do not answer.
My call is transferred to National Headquarters. The Mothership?

I reach someone (name?) START OF CALL 1:30 pm.

Many things were tried

Pushing buttons in different sequences
Removing the sim card and returning sim card to phone multiple times
Plugging power cord into outlet
Plugging Iphone into laptop and connecting to Itunes.
Having an Apple representative join call to troubleshoot and start the whole process again.

Conclusion my phone has frozen and I need a new phone.
Verizon representative, "Thank you for spending your afternoon with me. Happy New Year."
End of call 3:30 pm

It's true. This all actually happened.
I am calm and think to myself maybe it'd be easier to go back to landlines, party lines, writing letters or actually getting in the car and driving to the source of my communication.

I think it's ironic that the word of the day is:
Retrospection - the action, process, or faculty of looking back on things of the past.
